There may have been grounds for a proper constitutional debate on the applicability of section 10 of the Charter of the French Language in criminal matters in the case before the judge, but to initiate, conduct and resolve this debate, unilaterally and on an anticipatory basis, as he attempted to do here, far exceeded the limits of his jurisdiction.
